City of Boulder Solar Tax Rebate
The city of Boulder provides a partial sales and use tax rebate on qualified photovoltaic (PV) or solar thermal (hot water) systems purchased and installed within the city of Boulder. Another portion of the sales and use tax revenues is dedicated to the ClimateSmart Solar Grant Fund.
ClimateSmart Solar Grant Fund
This fund provides financial assistance through grants toward installation of photovoltaic (PV) or solar thermal systems on housing for low to moderate income persons and on the facilities of nonprofit entities with operations in Boulder. The grant fund has two cycles for the year. Proposals are due March 15th and August 15th.
ClimateSmart Loan Program
In spring 2009 Boulder County launched a successful first round of the nationally groundbreaking ClimateSmart™ Loan Program, funding 394 energy efficiency and renewable energy projects throughout Boulder County totaling $6.6 million. The second round of residential funding is planned for fall 2009 with workshops offered July-August. The ClimateSmart Loan Program provides a voluntary mechanism for commercial and residential property owners to obtain financing (loans tied to property taxes) for renewable energy and/or energy efficiency improvements to properties in Boulder County. The program originated from ballot measure 1A in November 2008, when voters gave Boulder County the authority to issue up to a maximum of $40 million in special assessment bonds to finance the program.
This innovative program is the first countywide financing mechanism for renewable energy and energy efficiency in the United States with multi-jurisdictional support from ten municipalities (Boulder, Erie, Jamestown, Lafayette, Longmont, Louisville, Lyons, Nederland, Superior, Ward and unincorporated Boulder County). Mobile homes are not eligible for this program but may be eligible for subsidized weatherization services through Longs Peak Energy Conservation.
